Legal Status
TSL is an Unincorporated Association and operates through the Executive Board, which hold the powers to set the strategy of the organisation in accordance with the proposals and recommendations of the PNGs and Reference Groups.
Decision Making
In terms of decision-making, , this is largely vested in the PNGs, with the Board holding the right to ratfity, amend or reject proposals. As the main purpose of the PNGs is the promotion of collaboration and best practice, they are largetly seen as autonomous on operational issues.
The Executive Board
The Board comprises an independent Chair, and the lead for each of the PNGs. The 'lead' for each PNG is appointed by that group and a deputy may attend Board meetings on their behalf where circumstances dictate.
Officers from Blackpool Borough Council, Blackburn with Darwen Council & Lancashire County COuncil are invited to attend meetings but do not hold voting rights. Representatives of Statutory Partners are also invited to attend PNG meetings of relevant specialism.
