The work of TSL is carried out through the work is carried out through the PNGs and Reference Groups. Those groups comprise individuals from third sector infrastructrure organisations operating within the county.

Under the terms of the funding support from Capacitybuilders, TSL administration is carried out by the accountable body. After an open Tender in 2008, Lancashire Education and Business Partnership was awarded the contract for the period to March 2011.
